Remaining petals are laid out in the order they will be attached starting at the bottom.
3 petals applied evenly spaced around the flower.

5 petals are placed evenly spaced.
Round 4
6 petals are placed evenly spaced.
Round 5
The final 6 petals are placed so they are staggered compared to the previous round of petals.
Tip: If you have extra paper and you would like the rose to look fuller, you can add an extra round of petals.
Step 8: Cut sepals, leaves, and stem covering strips
The cut out sepals, leaves, and stem coverings.
Step 9: Glue sepals to the base of the flower
Apply glue to the bottom of the sepal and place them at the base of the flower.
After gluing the sepals.
Curl the sepals away from the flower.
Step 10: Assemble the leaf
This is the configuration of the pieces.
Glue the leaf stem to the bottom of one of the leaf halves.
Apply glue along the edge of the leaf half. Place the other half of the leaf on top and press them together.
Step 11: cover the stem and attach leaf
Stretch the end of a stem covering strip, apply glue and attach it to the base of the flower angled downwards. Start wrapping the strip of paper around the stem.
Glue the leaf onto the stem and wrap the stem covering over the it.
Cut the stem covering strip at the end of the stem, and you are done!
